Tour groups consisting of as few as three people arriving from China will be able to visit Russia without a visa. At the moment, tour groups of five or more people can come to Russia through a visa-free channel, according to Oleg Safonov, head of the Federal Tourism Agency, who spoke at a conference organised by Vedomosti.

“Currently, tour groups of five or more people can come to Russia through a visa-free channel,” Safonov said. “We have worked on it with the Chinese side and changed the bottom line to three people. In fact, it may mean that a family of three will be considered a group and will be able to visit Russia without a visa.”

Safonov noted that Chinese tourists are currently only able to submit paper applications, although Rostourism is looking into creating electronic applications for Chinese tourists.

The tourism head also noted that the agency is working on organising visa-free group trips from India and Iran.
